The Stable Ministry of Interior: the least reformed ministry since 1989

 

The Ministry of Interior is not a regular ministry. 

There are many reasons for this, none of which are particularly dangerous or is a high-degree violation on their own, compared to other institutions. 

Together, however, they form what in fact is the MoI – an in effect independent force structure within the state. 

The centralization of the MoI formally provides for this – the Minister and the Chief Secretary may use the recourses of this power, 

having also the possibility – be it not explicitly – to do so with no regard for procedure, civil and human rights and more.
