What is the meaning of “controlled crime”? In most general terms, this refers to a police practice which allows undercover police officers to “conduct actions, which would otherwise (in circumstances other than the context of the investigation) constitute a crime.” It is not easy to assess the quality of application of this method for fighting organized crime on national, but also on international level. In order to increase its efficacy in Bulgaria, a complex of measures shoud be applied, most important being the adoption of regulations which clearly identify the permissible/impermissible actions of the undercover agents.
