The huge disbalance between the high number of approved requests for use of secret surveillance in comparison with the limited quantity of the rejections indicates that the existing mechanism of judicial control might be ineffective. The law should clearly regulate the mode in which the courts allow the use of secret surveilllance.
The necessity of adjustments in the mechanisms for judicial controll, as well as the need for better use of the powers of the specialized parliamentary sub-commiteeq become obvious.
