"Reasonable grounds” or Not: the Bus Attack in Burgas

The announcement of Bulgaria’s interior minister that there are 'reasonable grounds' to believe Hezbollah was behind the bomb attack in Burgas last summer sets the country in for difficult choices ahead. While Bulgaria is called to show clear commitments to global issues related to terrorism, it also faces the challenge of weak institutions, which are responsible for the security of Bulgaria’s citizens. The state simply does not have what it takes to be an equal player on the international power field. That case again shows that the (hidden) ongoing exchange between the intelligence services and the police on the quality of the evidence incriminating "Hezbollah" is but a new stumbling block for the local politicians, expected to make tough decisions in the days to come.
