SANS was created to control the special services, not to tackle corruption

Right after its establishment, SANS distinctively manifests the legal inconsistencies upon which it was developed: to investigate organized crime having no investigative functions.

The scandal with the tapped phones of politicians and journalists is a result of a new context of publicity which the agencies are now forced to work in.
