An extreme version of civic asset recovery may well criminalize, a priori, a third of Bulgaria's population. Currently, civic forfeiture is regulated by a law that provides for a simplified procedure for confiscating assets, which cannot be proven to have originated based on lawful income. The procedure, however, applies only to persons already sentenced for criminal activities in a court of law. The government is now preparing a new law which expands the scope of the confiscation procedure well beyond this limitation and introduces a truly excessive version of asset forfeiture.
