Public trust and democratic legitimacy of the European Union throw fundamental challenges to its future. They pose questions more serious than the current crisis of the common currency. The transformation of the interstate alliance into a network of institutions with powerful bureaucracy inevitably leads to the issue of controlling them. Neither the Commission nor the various Councils are formed through direct election by citizens. The Parliament indeed represents the people (demos), but has no power (kratos) - and thus it becomes a parliament without democracy.
