One traditional error for Bulgaria is to respond to criticism form the European Union by creating new norms and new structures. This applies both to legal amendments, and new institutions. Rather than figuring out the reasons for the impotence of existing traditional institutions , the government creates more and more new ones only to intensify the existing chaos.
