Monitoring the State Agency for National Security (2008)

This is the first time the newly established State Agency for National Security Agency (SANS) is being monitored. The project is designed to investigate the mechanisms of exercising control over the Agency, its capacity and institution-building, as well as its public image. The project experts will check whether, how, and to what extent civic monitoring of a security service that by definition operates in secrecy is possible. The project will identify problems in the SANS regulatory framework and practical operation, produce an evaluation of its institutional development, and provide expertise in exercising democratic control over the Agency.
