Municipal Model of Organized Crime and Institutional Corruption

The project is based on the “vote-buying” phenomenon observed in the 2007 Local Elections and describes the multiple factors for this institutional implosion. The experts analyze the institutional structure of the municipality and the reasons that led to its transformation into an institution of criminal and corrupt character. The project studies the shifting majorities in municipal councils, the broker-status of mayors, the mediation activity of councilors acting as brokers, and a series of legislative and structural flaws that have led to the collapse of the institutions of local government.
