Despite the constant monitoring on Bulgaria within the framework of the European Commission's Verification and cooperation mechanism, the combat against corruption and organized crime bears disturbingly meagre friuts. At the end of 2010 amidst continuing criticism, the government created another institution called upon to fight corruption - Center for Combating Corruption and Organized Crime, famous under its flamboyant Bulgarian abbreviation - BORKOR. What makes BORKOR different? What are the deficiencies it compensates and what are the iprovements it brought into the existing system for combat against corruption and organized crime? How is the need to create this new institution justified?
