"The campaign led by the ruling Bulgarian party (GERB) against Crime might be summarized in brief: the advanced tools in the criminal policy of the state cannot replace the basic resource of the state. This resource is the prosecution. The attempts to find alternative solutions are unjustified and risky."

In his article Stefan Popov analyzes the work of the "unconventional" institutions, which embody the the effort of the state to address the problem of crime. The text touches on topics like SANS, the specialized court, the civil forfeiture and BORKOR. It seems that when traditional institutions are not sufficiently effective, even unconventional solutions lack power.
