“Permissible Secrecy: Regulation and Control of the Security Sector”

RiskMonitor begins the implementation of the project “Permissible Secrecy: Regulation and Control of the Security Sector”, financed by the NGO Programme in Bulgaria under the European Economic Area Financial Mechanism. The project is the first to propose a thorough monitoring of the security sector reforms by a civil society organization. The main project goal is to encourage NGO involvement in theprocess of collaborative policymaking and decisionmaking with the relevant institutions at local, regional, and national level. The successful implementation of the project activities will contribute to:

  • improving the collaboration and communication between the public institutions of the executive and the legislature and civil society on critical issues such as national security;
  • a clear identification and definition of the bottlenecks with regard to the regulations and governance of the security sector;
  • establishing a working mechanism for exchange of ideas among the main players in the policymaking process in thesecurity sector;
  • developing specific proposal for the improvement of the security sector governance.
