PROJECT: BETTER INVESTIGATION AND RECOVERY OF ASSETS RELATED TO TRAFFICKING IN HUMAN BEINGS

Project Summary 

The project Better Investigation and Recovery of Assets Related to Trafficking in Human Beings is implemented by three NGOs from Bulgaria (RiskMonitor Foundation), Italy (RISSC) and Romania (Freedom House, project coordinator). The project is funded by the ISF-Police of DG Migration and Home Affairs of the EC.

The project main goal is to support the recovery of proceeds from THB in EU and to increase the efficiency of detecting online financial trails of human trafficking. In order to achieve this result, the following specific objectives have been set: 

Encouraging the use of open data and Public Sector Information (PSI) in the financial investigation of THB cases; 

Making open data and PSI more accessible to LEAs and magistrates in the prosecution and investigation of THB cases; 

Raising awareness of the investigation and prosecution of THB to the general public; 

Placing the issue of the use of funds recovered from human trafficking towards the reintegration, support and protection of victims on the public agenda. 

Fostering the transfer of best practices in combating human trafficking through training and cooperation. 

Building capacity to successfully investigate financial trails of THB through the use of Internet. 

The project proposes to set the ground for improving the capacity of magistrates and LEAs in the investigation and prosecution of Trafficking in Human Beings (THB) in order to facilitate a better recovery of the proceeds of THB. It will do this through the organization of six trainings for magistrates and LEAs in Romania, Bulgaria and Italy, focused on the following areas: (a) recovery of proceeds and instrumentalities of THB, (b) investigative methods for tracing the financial flows on the Internet in THB cases, (c) use of Open Data/PSI in the investigation & prosecution of THB. 

The trainings will be held with the support of French, German and other EU experts on the recovery of proceeds of crime and on THB.  National experts will also participate in order to provide an international dimension and to guarantee the cross-border transfer of good practices, while addressing particular local challenges. 

In addition to the training activities, the project will research the evidentiary standard on THB cases accepted in courts in Italy, Romania and Bulgaria and will analyze the use of open data and PSI in the investigation and prosecution of THB. Project partners will draft a comparative analysis and will set the ground for the training program. 

A key project activity is the development of a pilot mobile application designed to make open data and PSI more accessible to magistrates and LEAs involved in the fight against THB. This will be done in two stages: (a) alpha development, throughout the first six months of the project , followed by a trial period where the app will be presented to the target group during the six seminars and (b) beta development, based on the feedback and input of the target group during the seminars, culminating with the launch of the app at the closing conference of the project. 

To ensure maximum outreach and dissemination of the project activities and deliverables, three round tables with media representatives will be organized in Romania, Italy and Bulgaria (one per country). 

The project will end with a one-day closing conference in Bucharest, bringing together representatives of all the project partners and relevant stakeholders in the field of the fight against THB.
