The changes in the Constitution made so far, though relevant, should not write off the accumulated judicial practice. Any future amendments are possible without convening a Grand National Assembly and drafting a new Constitution. A clear separation of powers, clearly defined responsibilities and establishing a working mechanism of checks and balances seem to be the natural foci of the reform. Of particular significance is the issue of the role for the Prosecution, that is, removing it from the judiciary. Equally important is also a restructuring of the Supreme Judicial Council; its present and defective form speaks for a bureaucratic body beyond any accountability and control.
